Could it possibly be the Methodist Children's Home in Waco? There was an administrator in the 1966 named Kennard Copeland. There's an article on the Home in the Handbook of Texas Online:

You might also want to look at this Census Diggins site. It lists the orphanages in Texas in 1920 & 1930 according to the census eneumeration. I know this is earlier than you were looking for, but might be a reference of sorts.

My best recommendation for you is to contact the Austin History Center. They will answer online submitted questions. Here's their website:
