I could only find one reference to him in "The Historical Encyclopedia of Texas" vol 2.
There is a picture of him and he is mentioned as the 'Late J.W. Carter, father of C.E. Carter.
The article is about C.E. Carter.

Also mentioned on other pages are:

Wm O.

Also Carter's are mentioned in conection with the Castleberry family.
Those were the only Carter references I could locate.
