Here's what I've been able to find on Lillie Pearl Watkins family. (she was the mother of Jewel O. Shaw)

1900 San Saba co TX p 176
W W Watkins Aug 1866, 33, md 14 yrs.,LA LA LA
Nicy Ann, wife Sep 1869, 30, 4 ch/4 living, TX TX TX
L____P, dau, Nov 1887, 12 TX LA TX (there is an ink blot that covers the rest of her name, but I believe this is Lillie based on the initials, age and location)
Minnie L, dau, July 1890, 9 TX LA TX
Jas W, son, Jan 1893, 7, TX LA TX
John E, son, Oct 1895, 4, TX LA TX

death records:
Nicie Ann Watkins b Sep 3, 1869 TX; d Jan 29, 1956 age 86y 9m 26d; Widow, San Saba, TX

W.W. Watkins b Aug 28, 1866 LA; d Sep 21, 1949, age 83y 23d, married,San Saba, TX

James William Watkins, d Jan 26, 1971; parents W.W. Watkins and Anna Northcutt.

If L___P in the 1900 census is indeed Lillie Pearl then her brother was James William and from that we can consider W.W. Watkins and Nicie Ann (Anna) Northcutt as her parents. I have looked to try to find more proof but this is all I've been able to come up with at this point. There are two other Watkins families in San Saba county in 1900, but they neither one have a daughter named Lillie. Sorry I couldn't find more definitive proof, but hopefully this will give you something to work with and prove or disprove.
