Texas didn't begin recording vital records until 1903, and even then some counties didn't get on the band wagon for a while.

Are you sure Ross died in AZ? I don't see him on the AZ vital records. I do see a Ross Jordan and Chona Rivera had three children in Yuma Co, AZ, 1911, 1915 and 1919. If you think this is your man there is an affidavit swearing to the birth date and location of birth for Ross by his brother. Looks like they made a "few" errors on some of the birth certificates. Be sure to look at all the ones listed for Stella, # 3 is the one with the affidavit.
http://genealogy.az.gov/ -- type in last name Jordan, first name Ross, nothing else. It will then look for births, deaths and all counties. You can see didigitized copies of the original certficiates.
From differences in age I would say Chona might be a second younger wife????
1900 census Yuma Co, AZ -- Archie and his family are there, with brother Frank next door. By 1910 Thomas and Ellen are there, as is Ross (living alone).
