Bedford, James/Stagg, Noah

I wonder if anyone can shed light on why three Stagg or Staggs children appear in the household of James Bedford in 1870 in Madison County Arkansas. Bedford was in Parker County, Texas in 1860 and 1880 and in Arkansas in 1870 (probably because of Indian raids in Parker County, etc. in Texas). He is 62 in 1870. A 53-year-old female (assuming his wife) named Elizabeth apparently Bedford since no surname shown. Then: Stagg, Noah 13 Tx, Elizabeth (assume Stagg) 11 TX, and James (assume Stagg) 9 TX.
The children did not appear in the ames Bedford household back in Parker County, TX in 1880. However, in my muscellaneous notes, I remember a marriage in Parker County after 1880 for Noah Staggs and one of the girls (perhapbs Elizabeth).
