I searched the census records for 1920 and 1930 for any Mann in Montague Co. but didn't find anyone.

I don't know how much work you want to put in to this. I COMMEND you for trying to find answers about him. The Montague County Records, www.tsl.state.tx.us/arc/local/montague.html has a list of microfilm available for this county form the University of North Texas.

You can't request microfilm from them but your local library can via inter-library transfer. Unless you live in Oregon there is no fee.
