I looked again at findagrave - there are several Wiggins in that Greenlawn Memorial Park where Oliver is buried - I'd bet they are connected in some way.

I found Jackson Wiggins, age 32, in the 1900 census in Pierce Co., GA, b. GA, with wife and children. In 1920 there is an Olie Wiggins in Toombs Co., GA, but don't know if this is your Ollie or not. He certainly could have come through Mississippi on his way to TX.
