Something very similar happened in my family. My great-uncle also served in WWI. Came back"shell-shocked" as they called PTSD back then. It appears that happened to many in that awful war. He became, shall we say, a wanderer. My g-grandfather road the rails looking for him. My great-uncle died in the 1920's in a VA hospital in Arkansas (his family was in Texas). He was barely in his 30's.
I will suggest you check death records in states where there were VA hospitals (I have checked the Texas Death records and found nothing). I would also try the VA; if they stonewall you, contact the Red Cross. I have some old info that they might help in these compassion cases. You might also check with VA about burial. He may have a VA tombstone (my gr-uncle does). Don't rely on the online database. It is not complete. If you need help getting through to the VA, contact me privately (through my email listed when you click on my name above).
I will offer one concrete piece. He's listed in the Burlington city directories (these are on Ancestry) as late as 1922. In 1922 he's listed a Rock LeBlanc, USN, boarding at 131 Intevale in Burlington.
And was that him in the 1910 census at the Vermont Industrial School? He's 13...sure looks like he could have been double enumerated.
I saw your discussion with Heather on the Canada board. You asked abuot access to Ancestry. Check with your local library; they may have a subscription. Or check with your local LDS Family History Center (find the listings at www.familysearch.org). They will have access for sure.
I will also note that he spells and signs his name LeBlance on the draft registration. While that may not be the way the rest of the family spells it, it's his way. Always be on the lookout for his way as well!
As to Billboard Publishing; interesting things. Check this in Google Books:

The address was 25-27 Opera Place. Notice the reference to "mail forwarding service." Interesting! I would check and see if there are Cincinnati city directories available somewhere for the 1940's. Ancestry doesn't have any.
