Michelle: Without knowing the time frame it's very difficult to answer your question. Since you posted this to the Texas forum, I ASSUME this person resided at least for a time in the state. While photo IDs are common today, they were far less common 60-70 years ago. So the time frame is important. Do you know if this person attended high school or even college? If so, do you know where? Yearbooks with both class and individual photographs have been around for a relatively long time, I have a couple dating back to the mid-1920s and I'm sure yearbooks w/photos go back further than that time. If you can pin down a specific location and date then very often you'll find that the local library has old yearbooks. That approach might be easier than trying to track down an old passport/driver's license photo. Also, when dealing with government agencies there are privacy issues which often prevent the release of information. Again, the time period is critical and location also factors into the equation.
