The Texas Ranger Museum in Waco keeps a list of those Rangers that were killed in the line of duty. They say that less than 1% of Rangers died in the line of duty. They do not have your Paul listed.

I'm from an old Midland family myself, and I can tell you there wasn't much in Midland in 1900. I see from the census that he was a grocery store clerk and his brother (?) a stock raiser; they are surrounded by stock raisers. That was about all there was in Midland in 1900 (there was no oil yet).

Anyway, you might check with the museum and see if they ever had him listed as a Ranger.
