I saw a copy of the original census record and I believe that this is the corrected information:

1/23/1920 Federal Census
The family is residing in Brownsville.
The head of the Peter Pelachi, 56, born in California 1864 (Montenegro is crossed out first) and his parents were both born in Montenegro, they spoke ser Serbian? (slav is crossed out). He is a house painter. He cannot speak English but he is literate (can read and write).
Emilia, 36, born in Mexico 1884 as were her parents, she speaks only Spanish. She came to the States in 1909 and was naturalized in 1909 in AZ.
Julio, 10, born in Texas 1910;
Pedro, 8, born in Arizona 1912;
Emilia, 6, born in Mexico or New Mexico 1914 (hard to read);
Antonio, 11 months old, born in Texas 1919.

Thanks for referring me to this record. I was able to read it for myself and carefully scrutinize details.
