On the 1900 census you mention for Navarro Co, TX, he is actually listed as Thomas R.This looks like a match for him and previous wife.This is where not having the 1890 census hurts you.

Then there is a "possible" match for 1870 census Holt Co, MO:

" Sarah, 32, b IN
" Ella M., 2, b MO
Emerson, Robert, 11, b MO
I'd guess Sarah is mother of Emerson and she is remarried.Maybe Robert's father died in the Civil War, or again Holt Co, MO is right on the border of KS and the border wars began before the Civil War actually began.
For Civil War soldiers in MO, all but two Emersons were Union.There is a Thomas Emerson, but otherwise, too many to check where they enlisted.But, you could go to the site, click on Regt for each soldier, see history and if they were formed anywhere near Holt Co, or went through there while fighting.

Do you know when and where Thomas/Robert died?His death certificate should show names for his parents.
On the MO GenWeb site you can view some death records and there is a Sarah Slater b 16 Nov 1848; d 9 Feb 1916 Dunklin Co, MO; father Nathaniel Cook; mother Catherine Bolinger; both listed as born in Bolinger Co, MO; informant Allen Cook of Kenneth, MO R 3. Dunklin Co is so far south it's almost into AR.But, birth year fits above Sarah, that doesn't mean it's a positive match, just something more to work on.
