Since you know when and where Wes Sr. died, have you obtained a copy of his death certificate? It should show the names of his parents - that is if the informant had that knowledge. On the other hand he filled out the application for his Soc Sec card, and that application should show the names of his parents, his residence at the time of that application and other data, too.
Have you visited a Family History Center? They have a subscription to Ancestry.com and you can use their computer free of charge. Ancestry has an everyname index to the 1930 census, so you could look for 2 year old Wesley, see who is in the household where he lives in 1930.
