I would say youngest child has different mother, and this census says she was born in MS, not WV. If Mollie was actually born in WV, she would have been born after it became a state in 1863. Or, she may have been born in that part of VA that became WV after she was born.

From age of William, you might keep in mind he may have had a "previous" family, too.
Do you know when and where "Willie" died? His death certificate may give you some information, but accuracy only as good as the knowledge of the informant. On the other hand, if he lived long enough to obtain a Soc Sec card, he filled out his own application and that should show the names of his parents, residence at the time of the application and other data, too.
I don't see a Tardy family on the 1870 or 1880 census in Caldwell Co, TX. Have you looked in that county for marriage records?
Check out the Caldwell Co, TX GenWeb site. Norma Killian is a relative of William and found an error on that site of the spelling of her family buried in the Martindale Cemetery. So, when you type Cruseturner in the search feature, you will see the Martindale Cemetery listed with **showing correct spelling for Wm, wife Martha and two of their daughters. I do not see Molly Cruseturner listed. But, I would click on that query, and contact Norma, she may know more about the Cruseturner family.
Some marriages on there, too. W. Cruseturner to Miss Mattie Collier, 6 Mar 1865. None to a Molly Tardy.
