Paul Bukowsky is listed in the Social Security Death Index:

Paul Bukowsky
SSN: 459-01-5013
Last Residence: Texas
Born: 22 Jul 1896
Died: Aug 1964
State (Year) SSN issued: Texas (Before 1951 )

His Social Security Application should tell you the names of his parents.

I also checked the Texas Death Index (1964-1998) and found the following:
Paul A Bukowsky Death Date: 30 August 1964
Death County: BELL Gender: M Marital Status: WIDOWED

His death certificate should also tell you the names of his parents, to the best knowledge of the informant.

I also found this in the 1900 census. Bukowsky is fairly uncommon, so I suspect it is the same people:

Anna, daughter, b Jun 1892, 7, b TX
Gus, son, b Jul 1894, 5, b TX
Paul, son, b Jul 1896, 3, b TX

Leiencier, daughter, b Aug 1899, 7 months, b TX

I would check with Travis county for Gus Bukowsky's naturalization papers. They would have been filed likely between 1896 and 1900, and should give the name of the town and province in Germany where he was from.
