The state of TX began keeping vital records state wide in 1903. You might find a delayed birth certificate for Frankie. Many people applied about the time Soc Sec went into effect in the 1930s, and others, like my grandmother, applied for one during WWII so she could work in the office of a defense plant. 1900 census Cooke Co, TX, looks like this is a second wife for Rufus and not mother to Frankie. It should show the names of her parents -- if the informant had that knowledge. There is the possibility she applied for a Soc Sec card, and she would have filled out that application, it should show the names of her parents, her residence at the time of application and other data, too. You might see if someone would check marriage records in Cooke Co, TX 1890-1892 time period. If you contact the courthouse they will want a fee to search, and if there is no marriage record they still keep the fee. The archived section of the Cooke Co, TX GenWeb shows earlier marriages and gives one for David R. Huey to Emily E. Clement, 4 Apr 1861. I think Rufus probably married Frankie's mother in that county, too. If no one from this forum volunteers to do a marriage lookup for you, try RAOGK (Random Acts of Geneealogical Kindness) site. There are 3 volunteers listed, 2 do photos and videotapes of cemeteries, the third one does cemetery lookups, you might have her look for Rufus, see who is buried with him -- first and second wife??
