At age 15, Dora would have needed permission from a parent to marry. I would look at marriage records for Tippah Co, MS. The Family History Library has them on microfilm and you can get them out on loan to your own local Family History Center.

By the way, they are on the 1900, 1910 and 1920 census in Prentiss Co, MS.
