Pass Cavallo - Island City Rifles - galveston

I have a Civil War antique. On one side is written: "Island City Rifles, Co. E", and on the other side is written: Pass Cavallo, P. Stafford.
Would anyone know if there was a Confederate unit that fought in the Civil War that was called Island City Rifles from Galveston?
