From SSDI:

William E. Walker, b 14 Nov 1940; d 24 Sep 2000; last residence Conroe, Montgomery Co, TX; SS card issued in TX.

The TX Dth Idx online only goes to 1998, so he doesn't show up on there. That would give the county in which he died. He may have died in the county where he lived, so his death record may be in Montgomery Co, TX. If you could find an obituary for him, that should give where he died. Plus, it may list survivors, which would help you make contact with any of his family.
