Elias may have stopped in Rusk Co, TX first. "Republic of Texas; Poll Lists for 1846", compiled by Marion Day Mullins, shows:

Burrow, E. W. -- Rusk Co.
Burrow, Philip -- Navarro Co.
Burrow, William -- Navarro Co.
Burrow, M. -- Cass

I included the one in Cass Co, it was the only other Burrow listed, and an 1850 map of TX shows only one county between Cass and Rusk. These men may all have been from the same family.

You might look for county history for each of the above counties. Being there that early, there's always a good chance the Burrow/Burrows family will at least be mentioned.
