1900 census record for Walter Burrows

I am looking for a 1900 census record for Walter Burrows in Texas. I did find him in Sulphur Springs, Hopkins County in Texas in 1910. He was 34 years of age, born in Texas with both parents born in North Carolina. We think we have his death certificate for 1920, but the first name is Waller which could be some sloppy handwriting although his grandfather's name was James Waller Burrows from Warrenton, Warren County, North Carolina. Since the Waller Burrows died of tb in Dike, Hopkins County's sanitorium, we think possibly he gave the doctor that name. We would like to find him in 1900. It is possible he is in Dallas County because we found a possible record for his brother, John A. Burrows, born 1853, NC and possibly died in 1917 in Dallas County, Texas.

I would appreciate any leads.
