If I am reading your query correctly, I don't think George is your great grandfather. That would be the husband of the deceased Elisha Watson Powell.

You might check for marriage records in Pike Co, AL. They have them back to 1830. See if you can find the husband of Elisha. He might have lived and married again. Maybe second wife didn't want to raise Annie, so her Aunt Lottie took her in.

Once you have given name of "Mr. Powell", look for him and Elisha on 1870 census.
