Kathy,
There was a state index prepared on the 1860 US Census for the State of Texas. This was not a government effort but was done for "profit" by some publisher. I don't recall the publisher's name but almost every Texas Library has a copy of the publication in the reference section of the library. There was also one done for 1870 and 1880 census.
