Have you checked for any Bexar Co, TX court records placing the children in the W & O Home School? Records may tell why the father could not keep them after their mother died. If Isaac died 1903 or later, you can obtain a copy of his death certificate, which should show the names and birth location of his parents (if the informant had the information). I wouldn't think Veazey too common, you might check the 1860 Greenup Co, KY census for Veazey family with boy about 4 yrs old named Isaac Morton. That middle name sounds like a family name, perhaps his mother's, or grandmother's, maiden name.

TX Dth Idx Online:
Morton Milton Veazey d 7-15-1969 in Dallas Co, TX.

Combined info CA Dth Idx & SSDI:
Joseph H. Veazey b 3 Jul 1890, d 9 Jun 1964 in Los Angeles Co, CA, age 73 yrs, last residence in CA, and SS card issued in TX.

CA Dth Idx:
Joseph Howard Veazey b 10-5-1925, d 2-26-1980, in Los Angeles Co, CA, age 54 yrs, mother's maiden name - Vela. (possible son of above Howard?)

TX Birth Idx Online begins 1926, here are children of Joseph Howard Veazey and Virginia Vela that show up on that index:

Veazey, Marie Virginia b 11-23-1926 Bexar Co, T.
Veazey, Irene Beatrice b 8-8-1928 Harris Co, Tx
Veazey, Robert Armando b 11-15-1929 Harris Co, TX.
Veazey, Evangeline Bertha b 9-17-19
