Since you know when and where Clara died, have you obtained a copy of her death certificate? It should show the names and birth locations of her parents. TX began keeping vital records in 1903, I recommend you obtain death certificates for all those who died 1903, or later, in TX. (Especially, Joe who d 1922). Also, check for obituaries, they sometimes give information not on death certificates.
Check Jones Co, TX GenWeb site, some GenWeb sites are putting their cemeteries online. Post a query on that site, too. The more exposure you can get, the better your chances of connecting with other descendants. If all the towns, and communities, you list are in Jones Co, TX, I would also ask if anyone has a copy of a published county history, and will they check their copy for any possible info on your people. Especially one who built school etc. Good chance he was mentioned in local history.
Did Joe C. Biggs receive a pension for Mexican War? Have you checked him out on census records? Check Bexar Co, TX GenWeb site for possible cemtery listings, and Joe's gravesite.
Go to Handbook of TX Online, type in Biggs, #10 item mentions a Joe Biggs, in Panola Co, TX. If that is your man, sources for the info are given, and you can follow up on that.
