Charlotte,
You have all the information you need to get a death cerificate on Eugene. Go to this URL for instructions http://www.vitalrec,con/tx.html You should be able to get his parents names from that document.

You could start looking at the 1860 and 1870 Illinois Census If you know the county of birth. It will be a bit easier after you know his father's name. That is where you are going to locate his siblings.
