Helen, I don't remember if Grandpa and Uncle Sam ever mentioned anything about whether that program "Townsend Plan" was to be federal or state, but tend to believe it was to be federal.I only remember it being in the 30's when I was a little girl (born in 1929) and we drove around the counties and cities that Uncle Sam had in his district.I was always taken along in this old truck that had a flatbed on the back and we would pull into a town square and someone would play some music and I would sing and dance to get everyone's attention and then the two of them would make their speeches.
I enjoyed being with the two of them.My grandpa was about 20 years older than Uncle Sam and they both liked to tell tall stories.How I miss them both.
