arrest record for Albert Smith Mar 1900

Does anyone know if there is a genealogy society for La SAlle County? I really need help and suggestions. I am searching for an arrest record near Cotoulla in the county approximately March 16, 1900 by a Texas Ranger and deputy U. S. Marshall for an Albert Smith wanted in Indian Territory. He was captured but not without a bitter fight and taken to Dallas and then to Indian Territory, Chickasaw , and place in prison in Ardmore, Okla. I have a copy of an article that was in the Dallas Morning News Mar. l6, 1900. I am trying to find the original charge made at the arrest.
Are there any books at the library there or any records that might be available ?
Any help will be much appreciated.
