Looking for Terrell TX Pauper's graves 1896

George Wesley Buckner, my mother's maternal grandfather, worked for the railroad in 1896 when he died in Terrell, TX. He was buried in a pauper's grave. Does anyone have any idea where paupers were buried in 1896?
