Lewis S. Owings left Helena and became the first governor of the Arizona Territory. It's surprising you can't locate more genealogical info on him, but I did a few quick searches and didn't turn up anything, either.

Given that first gubernatorial position, I'd bet there's something on file in AZ state records that would shed some light.
