J. Lee, If your grandfather Lee of Big Spring, TX was a veteran and there is no marker on his grave, you may be able to receive some assistance from the VA. Specific rules apply to most graves, but you should check out the VA website: http://www.cem.va.gov/hm/hm_law.asp
Go to "Burials and markers" for specifics. You must arrange for the setting of the marker. Good luck, JB
