See Perry Hopkins County or Delta

I have been searching for a birth certificate for my grandmother. Her name was See Perry and she married Tony Carlos McCullough, she was born in 1899 in Cooper Texas.
A call to the county clerk's office didn't find a birth certificate for her. My family says her birth certificate says she was born in a covered wagon in Indian Territory and I have a picture of her parents that is labeled, 1902 Indian Territory. I understand that Hopkins County and Delta County had an area that was divided and became the other territory and this is where they lived. Does anyone have an idea of how I can find out where her birth certificate might be?
She had a social security number from Oklahoma.
