it doesn't actually say that person is his wife just nearest relative..I enlarged the image and I think the name is Walter Payne and he is probably his father
to support that theory...
In 1920 San Marcos Hays County there is a Walter Payne
and son Oscar even tho his birth year is off, that doesnt mean anything as census records are well known for those kind of mistakes
