Answering my own question.

ED 258-xxx does not cover all of Harris County. The western part of Harris County is listed as ED 101-x. This is the following cities: Bellaire is 101-1; Southside Place is 101-2; West University Place is 101-3A thru 3G.

I hope this will save someone else several hours of searching.
