Have you called the cemetery? If not, Find-a-Grave website does give a contact number plus some burials:

I'm unsure whether you are seeking ALL the records for that period or whether you are searching for specific persons during that time frame. I found a book published in 2003 titled: "Humble Cemetery, Humble Negro Cemetery, Humble, Harris County, Texas" by Angela M. May. In the subject description it states: "Humble Cemetery - Registers" but the book's description also indicates a physical survey. Again, I'm not quite sure what you are looking for exactly and can't hazard a guess whether old records such as these even survive. A lot of times these old records end up in an archive or sometimes just get lost or thrown away.

I don't know if the secretary for the city council would be the person to contact, perhaps someone in the public works department might be a better choice since they are normally responsible for city property. Probably not much help but thought I would put my 2 cents in....Rick
