census office standard certificate of death

i have a census office , certificate of death , on a great uncle that died in harris county in 1907 . he wasnt listed in death records but i have this certificate of death from census office ? now i am looking for his wife's death and cant find it she died three years later . how can i get her copy ? does any one know about how these were done in those days . in austin they say they have no record on file of his or her deaths ?
