Since you know when and where Joseph died, have you obtained a copy of his death certificate? It should show the names of his parents. Accuracy only as good as the knowledge of the informant, but he filled out the application for his SS card and it should show the names of his parents, his residence at time of application and other data. Joseph should have known the name of his father.
On the 1900 census Joseph's mother is remarried and two of her daughters are living at home, but Margaret shows she's had 4 children and 4 are living, so she has 2 who have left home already, Joseph and another one. Maybe a daughter who has married. You might look for marriages for those Townson girls, maybe you can track down members of those lines and there's a chance one of them will know something that will help you.
There are a couple of women named Jettie on SSDI born in 1887. Combined info from TX Dth Idx and SSDI:
Robbins, Jettie Kirkland, b 2 Sep 1887; d 12 Apr 1980 Tom Green Co, TX; last residence Bronte, Coke Co, TX; SS card issued in TX [Kirkland could be a middle name, but probably her maiden name]
Gallagaher, Jettie, b 2 Sep 1887; d 1 Mar 1979 Tarrant Co, TX; last residence Forth Worth, Tarrant Co, TX; SS card issued in TX. [Looks like a "possibe" match]
I played around with this last Jettie. She's on the 1930 and 1920 Tarrant Co, TX census widow with children. On 1930 census children show father born NY.
On the 1910 census guess where I found the whole family? In Bosque Co, TX. I think this is your Jettie. Jettie's husband is older and it is his second marriage. There is one son James Henry born about 1917.
Gallagher, James Henry, b 2 Nov 1917; d 26 Oct 1983 Tarrant Co, TX; last residence Mineral Wells, Palo Pinto Co, TX; SS card issued in TX.
Again, descendants of Jettie's children might be of some help.
