I believe the census enumerator did some abreviating. I think he means Commissioner's Precinct No 4. As to precincts changing, I believe they did.

Go up and click My GenForum, click on General Genealogy and post a query with something like -- Need help with census precincts. There are some pretty knowledgeable researchers who browse that site, and I believe I've seen some responses on similiar queries, maybe someone can help you.
