I don't actually have anything on him. I just knew him as an influential oilman in my hometown.

I would suggest that you contact the Gregg County Historical Museum -or- go to the USGenWeb and try Gregg County -or- just "google" B. A. Skipper. I just googled it and all of the first ten items refer to B. A. Skipper, though none of them seemed to be of genealogical importance.
