The state of Texas has a web page that might be of help to you. It is: http://www.state.tx.us.com.

The web sight states that there are no known records prior to 1903, but maybe you could try for a delayed birth certificate. Many people received birth certificates later in life as they got older. It wouldn't hurt to write and see if they can come up with one.
