Can't tell you about the Golf Camp, but I think you may be referencing the Sand Hills (plural). You can read about them at the Texas State Historical Association Handbook of Texas Online.

I've been to the Sand Hills many times. It's like a West Texas beach. Please be adviced that it runs through several counties.
