I have transcribed the marriages in Clay Co from 1887 to 1900 some of which are posted at the USGenWeb Clay Co, TX website, and the rest to be posted soon.

Since they are not yet all online I checked my database and there is no one named Elmer who got married in that period. There is only one Skinner, Emma Skinner married Samuel Brightwell in 1894. I also searched on "Skin" and still turned up nothing. My guess is that they were not married in this county. Try Montague or another neighboring county.
