I didn't type up this information, it is from the index itself. If you open up those digitized copies of the death certificates you'll see on the certificates it says where these people were supposed to be buried. Names of informants are on the DCs, too. Cause of death etc. I don't know your source for Katy. But, DCs are known to have errors, so I can't say which is correct Katy or Ruby.
The state of Texas didn't officially begin to record vital records until 1903, but some counties didn't get on board right off, so it can vary just how early you'll find vitals from county to county. If Joe died prior to 1900 he probably did not have a death certificate.
