Thanks, Liz, for the further observation that I really have (on his five PassportApplications) only two different dates for his Bexar Naturalization: Aug 10, 1891 and May 26, 1893.

The problem is that Fred Figner was able to get to Brazil by 1891, and is mentioned in a newspaper there by 1892. Would he have been able to travel to Rio de Janeiro without a passport, or is it just "missing" from the digitized databases?

The additional wrinkle is that this Fred Figner (26y) is noted as arriving by ship (on the 'Saale') in NYC (from Bremen) on May 16, 1893. Since he was able to travel overseas before his May 31st application (made in NYC), he must have had an earlier document, right?
