U.S.Census Question

At the top of each of the 1860, 1870 & 1880 U.S.Census for Bell Co, It states: Inhabitants in ______, in the County of BELL, State of TEX, then the enumerated date. The Post Office is stated as BELTON.
These census for my people all state in the Inhabitants area-Beat No 4. Can anyone tell me what BEAT No 4 stands for? I would love to know what area around Belton their farm was located, as I am looking for two burial sites.
