Referred to as "Indian County"??

Was the area of Bandera and Atascosa counties ever referred to as "Indian Country"? A brother of my great-grandmother supposedly went to "Indian Country" after the death of his father and brother in Rusk Co., TX. around 1864. He was next found in the mid-1870's in Bandera Co.
