Born in St. Johnsbury, Vt., lived in Altamont for 39 years.
His sister, Kathleen Brooks, d earlier this year.
Survivors include his wife of 60 years, Rhona Ballard Twombly, two sons, Julian "Jay" Ballard of New Canaan, Conn., and Angus Holbrook of Virginia Beach, Va., two sisters, Barbara Reddington of Concord, N.H., and Margaret Kyle of Laconia, N.H.
