A Brig Lt Col Towle Civil War era photo found??

I have a picture of a Brig Lt Col in the U.S. Army by the last name Towle or Elwot (both names are on the picture) This picture was taken back in the late 1800's but there is a reference to the date 1898. The gentlemen is wearing a uniform with medals. I believe him to be around 70. He had to have been in the Civil War.

HIs picture was found in a book called "Posie or from reveille to retreat" It was a book written by a wife of a soldier who was at a fort in AZ. In this book are references of a Captain Elwot. Also, the book is inscribed to someone I believe is in someway related or knows the Col. Elwot or Towle

The picture is in excellent condition and still in the wax cover.

Does anyne know of a realtive who was in civil war and a Col?? Picture was taken by a photographer in Wilwaukee/Chicago-would love to share with you- just curious who this picture is of......
