This is what I got from another person from a book about the Penrods, who were also close to the Topes, Frederick Tope had charge of the seminary lands in Union Co., Ill. in early 1820's. He and Emmanuel Penrod built the first jail in Union Co., according to the County Commissioner's records. He moved with Andrew Penrod and others to Monroe Co.Ill.., in an attempt to begin a German Baptist Church there abt. 1828 and was there on the 1830 census, but the attempt failed for they were back in Union Co. and Jackson Co., by 1835. I guess this explains the reason they were in the 2 different Co., and the others mentioned, must be the ones you refer too. Hope this helps. Gail
