Hi Malissia,
Thomas Tong was arrested for horse stealing in 1808. He escaped from jail. He was also the 1st prisoner in the Chillacothy? jail. Thomas always lived on the frontier. He may have been keeping 1 step in front of the law.

It looks like his grandson, John Tong son of James, was involved in the horse stealing. I probably have mixed this up.

Thomas and John may have been brothers, father and son, or grandfather and grandson. For some reason I have all 3 combinations listed. You might want to put out a new query on Genforum, and maybe you will find someone who has the proof. This seems to have happened in Ross Co., Ohio, so that gives you another place in which to look.
